Huh, I wonder if this is a Gnome Shell issue and not a kernel issue after all. After switching to Ubuntu Mate, and uninstalling the kernel mentioned above, I have not had a flicker yet. Anecdotally, I have also heard of people installing KDE on an XPS 13 9380 and also not having this issue. --
