Sebastien, it's hard to be confident one way or another; @{HOME} was
indeed written with the usual assumptions around home directories and it
is likely to be used that way in profiles, written both by AppArmor

The problem appears to be in the dash/dock extension you are using which
doesn't seem to be the regular Ubuntu one. So this bug is invalid for
mutter.
If you can tell us what the name of the extension is then we might be
able to tell you where to look for help.
** Changed in: mutter (Ubuntu)
I found the problem. Your system only has one GPU (GeForce 9600) which
it needs the 'nouveau' driver to use. But you have disabled the
'nouveau' driver in your kernel command line:
nouveau.modeset=0
and so gnome-shell is using software rendering, hence high CPU. So this
is not a bug.
Please
In future if you need to configure or analyse extensions, please use the
Extensions app (gnome-shell-extension-prefs) and not Gnome Tweaks. But
it looks like the list of extensions is still nice and short.

Thanks but that crash is from nautilus (the Files app) which is not
relevant to screen freezes. So please repeat the steps in comment #2.
If nothing can be found after following all the steps in comment #2
again then please:
1. Reproduce the freeze again.
2. Reboot.
3. Run:
journalctl
That is unsurprising. The fix is in 3.37.4, not 3.36.4.

UB inherits desktop-file-utils
I'm guessing here - the debian/defaults.list points to the snap-store
ubuntu-software.
But for people who dont have the snap store version (i.e. installed
gnome-software manually and/or removed the snap) there is no
corresponding entry for gnome-software-local

AFAIK Budgie comes with « software » installed by default.
Does it matter if it's gnome-software with snap plugin rather than snap-
