@cica-kutya there is solution - nvidia kms. And fractional scaling work without
any issues(like tearing on intel) for me. I have single gpu setup(no hybrid
graphics).
You can activate it by:
1. Set nvidia_drm module option:
$ cat /etc/modprobe.d/nvidia-modeset.conf
options nvidia_drm modeset=1
It seems like this issue might have been fixed in groovy.
I can still see gdm in inhibitors list immediately after switching to the
session but it seems to disappear after 10-15 seconds.
I'll keep an eye on it.

@laney: I have disabled all my workarounds and placed "session optional
pam_sss.so" just before "session optional pam_systemd.so" in
/etc/pam.d/systemd-user on my Ubuntu 18.04.5 system. Checking
"journalctl --user" for gfvs-daemon entries:

For me, it appears systematically when I kill another session.
My desktop is shared between multiple users (me and my children).
Sometimes, to retrieve ressources, I decide to close session of my

I think anything which causes gvfs to start "early enough" (before
gnome-session has a chance to upload the environment to systemd) will
trigger this problem.
So anything which starts from e.g. default.target, or maybe there are
things like ibus which are started outside of systemd's control.

autopkgtests pass for bionic for all archs, except once for i386, for
which I opened bug 1902554; the i386 test passed on retry.
