I'm also experiencing this issue. I have a Dell Inspiron 1545, and for me, if I scroll over the battery monitor, it states that 'Laptop Battery is Charged', despite the fact that the battery is at about 2% charge. I believe the issue here is that the applet is simply looking at the 'charging
