I still have this same problem.
I've reinstall gnome-control-center-unity, but my background just black.
Changing background (wallpaper/pictures/color) from Appearance not
working at all.

Update:
Wallpaper can be changed after settings 'show-desktop-icons' to 'true' as per
instructed here:
https://bugs.launchpad.net/ubuntu/+source/gnome-settings-daemon/+bug/1115886
