I thought I had the same problem on my Compaq Presario V6000 but mine is
the other way round, the brightness applet works for me but the
brightness FN keys don't.

I'm using the default Ubuntu Human theme.
ls /usr/share/themes gives:
AgingGorilla HighContrast Metabox
AtlantaHighContrastInversemetacity-1
Bright HighContrastLargePrint Mist
Clearlooks HighContrastLargePr
I have the same bug. No custom themes or anything (& ~/.themes is empty).
I installed a fresh version of dapper and upgraded to edgy without using much
and problem has happened since.
