It's been 4 years since I posted this bug report.

This is still a problem in 9.10, but not in other Linux distributions
that I have used, except in Red Hat 6.0 back in the days, if I remember
correctly.

Because I always keep the panel at the top, my only solution has been to move 
the panel every time I log into my system.
If you have another solution, then please share it with me.

By the way, is this a Gnome problem or an Ubuntu problem?
