I meant to note that when this occurs I can no longer access my
applications in the Unity bar but can alt-tab and select them to access
them. Otherwise, the only means I've found to address this is to log out
and back in.

I'm experiencing a similar problem except I'm not sure what is meant by
an active plugin -- I don't see anything like that in the plugins list.
