Using Ubuntu 9.10, poppler 0.12.0-0ubuntu2.1.
Executing pdftohtml x.pdf writes three files: x.html, xs.html and
x_ind.html. The two latter lacks the META lines.
The one I miss is the charset definition:
META http-equiv=Content-Type

I have this same problem too. It happens only with 24 bit color depth; with 16
bits the problem is gone.
I think it is related to the Vesa video driver.
