Binary package hint: gnome-screensaver
Running Ubuntu 8.10 32bit the screensaver activates as expected after
the set idle time, but upon moving the mouse, it will not deactivate
however unless keystrokes are made or the mouse buttons are clicked.

Nobody has said it is an invalid bug, I was merely providing information
I had found on the matter. I never said it to be the answer to the
