Public bug reported: This problem started about a week ago and occurs often, but not always: When logging into Gnome, the notification area doesn't load any applet icons into the area where they are supposed to appear, but instead these applets appear on the desktop like 'ordinary' applications.

Allright, sorry about that. On top of your remark, I discovered that with IMAP accounts, Evolution doesn't enable filters by default. When I enable this setting manually (through Preferences Edit Receiving Options tab), it seems to work fine. So my problem wasn't even a bug, merely a default

Just experienced a portion of this bug on a fresly installed 8.04 machine. F-spot had not been started yet. When I started f-spot from the menu, nothing happened. When I started f-spot from a terminal, I got the messages mentioned above, but only a couple of times before f-spot seemed to 'give up'
