I'm experiencing this issue after an update through update-manager
(seemingly equivalent to a standard apt-get update).

Based on a comment on another bug [1], I have found that incorrect
configurations are present in my dump keys.

I was able to correct the issue by running:

sudo dumpkeys |grep -v -E '^(\W+)alt(\W+)keycode (105|106) =
(Incr|Decr)_Console' |sudo loadkeys

I am commenting here because I do not experience the ctrl+c issue, and
believe these may be two related but not identical bugs.

gnome-shell, Xorg, and XWayland are running. mutter is not.
