Sorry, no offense intended, I really thought it was a Bug.
Is it then normal that the behavior is not the same whether the play
queue is visible or invisible?

This bug only shows up when the play queue is visible as a side pane and
when you drag-drop songs into it.
If the queue is minimized (in the 'source' pane) and you drag n drop
songs into it, rhythmbox will stop playback once the queue is over, as
common sense expects it to do.

When I put some songs in the queue on the left pane, rhythmbox will play
them BUT after the end of last song, instead of stopping any playback,
Rhythmbox will start playing the first song
