No matter which way I attempt it, whether from the app's main menu or
from the context-sensitive (right-click) menu for a process, I get a
permission denied error when I attempt to change the nice level of a
running process. The only way I can do it is if I open a terminal

Under 11.10, I don't have permission to renice
I've got exactly the same bug with the latest 10.04. Any file or folder
copy process leaves the File Operations dialog open until logoff/logon
or reboot.
