I have this problem on two machines, both using the 340 Nvidia driver
and running Ubuntu 19.10.

drivers (I'm using nvidia-current) but I think, there is a flaw in the
lock-mechanism.

I got the same problem, I only got the evolution-data-server-common
package installed (because its a dependency of most of the ubuntu
packages) and nautilus-sendto crashes on startup:
$nautilus-sendto /dev/null
Init pidgin plugin
Init evolution plugin
Init removable-devices plugin
Init nautilus
Possible workaround without installing the evolution-packages:
$sudo mv /usr/lib/nautilus-sendto/plugins/libnstevolution.so /usr/lib
/nautilus-sendto/plugins/libnstevolution.so.old
which disables the buggy nautilus-sendto plugin for evolution.

I tried to do this, but there was an error message that there is already
a panel running:
Cannot register the panel shell: There is already one running.
So I tried to kill it, with killall gnome-panel and then, the panel
appeared.

What you expected to happen:

i seems that NOT the ac_adapter/ADP1/state is wrog,
instead battery/BAT0/state is wrong when discharging see below.
*ac_adaptor is _pluged_ while Battery is fully
charged*
