users-admin dont remove any user in any cirscunstance.
When remove user from list, everything appears OK, but you close users-
admin e re-open again and...surprise : deleted user come back. This
problem force to go terminal and execute 'deluser'.

Final Considerations :
In my test all items are marked as lock to the panel. But it's not fine, the
same problem.
I think that gnome-panel only retain correct order in expand and not expand
panel as first time, but if you change one to another then all items are
relocated in different
