From what I remember, in 9.10 when I hovered over the gnome-power-
manager icon in the system tray, it would give me some information about
the battery state, whether it was charging, discharging, and the percent
of battery left. It

The battery charging/discharging icon comes and goes every thirty
seconds, regardless of the icon display setting. It comes on for
thirty seconds, and then goes away for thirty seconds.
