This issue has been fixed in recent Ubuntu releases.
The number of workspaces can be configured in Settings > Multitasking >
Workspaces.
Switch to "fixed number of workspaces" and set the number you want.

Hey,
in raring one can switch the virutal desktops off (only one) or on
(four desktops). this is not exactly what I requested but a huge
improvement.
I would be fine with closing this bug as fixed or also Invalid
