This issue has sat "Incomplete" for more than seven years now without
any further comment. I'm going to close it as "Invalid".

I'm able to confirm this, but I've added a design task since I'm not
sure if this is intentional. From the wording of the text on the
Brightness Settings, I get the impression that automatic locking of the
screen is dependant on the screen first being turned off, so if it's
still on then it can't
If it is by design and no screen timeout is set, it might make sense to
gray out the lock controls.
