Public bug reported:

>From the 'User Settings' dialog box, I press the Advanced Settings
button.  This displays the 'Change Advanced User Settings' dialog box.
This dialog box is taller than my screen and I can't navigate to the
'o.k.' button on the 'User Privileges' tab.

The work-around is to put the dialog box in one of the upper desktop
windows, then switch desktop window to the lower one and press enter.
