For me executing
echo 0 | sudo tee /sys/module/hid_apple/parameters/iso_layout
Fixes the issue temporarily.
Inserting this into /etc/modprobe.d/hid_apple.conf:
options hid_apple iso_layout=0
Doesn't fix the issue after reboot:
cat /sys/module/hid_apple/parameters/iso_layout

I can confirm that I have tried this tonight on 18.04.1 LTS with a
Portuguese layout Apple wired keyboard, and iso_layout=0 doesn't fix the
problem for me either
