I have no idea if this is still an issue but this is a very old bug
report. I use MATE and it works fine there. Assuming fixed.

I have the same problem:
cinnamon-session[1978]: WARNING: Unable to restart system: Authorization
is required
It started after I did the upgrade from 13.04 ro 13.10.
DISTRIB_ID=LinuxMint

DISTRIB_DESCRIPTION=Linux Mint 16 Petra

I found the issue.
It was a problem with system stop restart policies
I solved it changing following actions to
allow_activeyes/allow_active (original was
allow_activeauth_admin_keep/allow_active) in file
/usr/share/polkit-1/actions/org.freedesktop.consolekit.policy
action
Fixed in Saucy. I cannot understand how such a fundamental problem has
gone completely ignored.
