Public bug reported: gstreamer0.10-plugins-ugly has somehow been build wrong, x264enc was missing (possibly other things as well). When I pull down the dpkg soruce and rebuild myself it magically turns up (using the usual apt-get source; apt-get build-dep; dpkg-source -x method)
