Public bug reported: Binary package hint: gnome-panel
The workspaces disappeared after checking the Desktop Effects window and then clicking close. Now all the "cube" effects can not be enabled because enabling them will automatically remove all other workspaces. Adding new workspaces after applying the effects (with 1 workspace, since all others are removed) does not apply the effect to the new workspaces.
