I should mention, I was able to successfully add an IRC account and
connect to freenode and enter a channel with this change. Without it, I
was unable to enter a channel.

Still, the reason for the delay in creating the UI is unclear. I never managed
to reproduce it myself.

Opened gnome-control-center - online accounts - click add - select SIP -
empty screen appeared, 50 seconds later the username password form appeared.
Log attached after compressing.

Can you add details for any other protocols except Facebook and Google?
I am seeing the same bug with all protocols except those two, and I'm
seeing this on all my fresh installs of raring, so it seems to me like
something more serious then a low priority bug.
