It's indeed about the permissions/ownership:
$ touch ~/.config/autostart/test
touch: cannot touch `/home/nano/.config/autostart/test': Permission denied
$ ls -lah ~/.config/autostart
total 12K
drwxr-xr-x 2 root root 4.0K 2007-05-29 18:21 .
drwx-- 6 nano nano 4.0K
Pleased to help you. I reject this bug as it does not seem to belong
directly to gnome-session, though you could think about filing a bug
that gnome-session does not complain about permission problems.
