I think the issue is that I've disabled the global (top of screen) menus in
favor of in-window menus. I believe the removed packages are only
appmenu-gtk and appmenu-gtk3.
This is still a bug, though: either gimp requires those libraries (in
which case apt / dpkg should notice) or, more
** Package changed: gimp (Ubuntu) = gtk+2.0 (Ubuntu)
** Changed in: gtk+2.0 (Ubuntu)
Status: Incomplete = New
