According to HIG, dragging should be done with middle-button (Mouse2).
Additionaly, I added Ctrl-Mouse1 for dragging as Felix pointed out. Closing as
WONTFIX.

For reference, this operation can be carried out on Feisty (7.04) with
eog 2.18.1. Bear in mind that the Normal or zoom in mode should be
enabled, as it will not allow panning around an image that has been
shrunk to fit the current window.
