I'm not able to reproduce this bug and wonder if it might have been
fixed as a side-effect of fixing bug #1348334 in mid-August.

After confirming with some of the bug commenters in #ubuntu-touch I'm

Well, it *was* fixed...
On Utopic 166, the location indicator checkboxes un-check themselves
again after a minute or two. I can't get location functions to work at
all.

Just confirming... this seems to be fixed in the last few phone images.
Utopic 124 had no trouble keeping both location indicators checked.
Granted, I still can't get location to work, but the boxes at least stay
checked now.
