I found this closed bug on Google while trying to troubleshoot the same
issue. I can confirm that it happens randomly.
Switching to a virtual console and back with CTRL+ALT+F2 and CTRL+ALT+F7
causes metacity to resume normal behavior.

It's pretty arbitrary, actually. It frequently happens after I maximize a
window, but again it happens to some windows and not others. I frequently
trigger it when opening up lots of windows in GIMP while I'm editing my
photos. The next time it's happening, is there something I can do to capture
