Turns out it is when I run the Gnome 3 interface vs Unity. Unity works
fine. But if I go to G3 it keeps moving my smaller screen up when I
want it down.
To configure the screens I go to Systems Settings - Displays. Then
drag the screen to where I want it. Hit Apply and Keep this
