I experienced a similar problem.
1) Right click the time
2) click Adjust date and time
3) Make the time one hour earlier.
The time then doesn't update. Only when the minute ticks over.
Changing the time FORWARD (ie. one hour forward, immediately changes the
time displayed).
It's not
My clock version is Clock 2.18.1

If you have seconds displaying, it updates almost immediately. But I
don't have seconds displaying, because the constant change is annoying.
If you don't have seconds displaying, it doesn't update the next time
the clock rolls over from one minute to the next. I expected it to, but
it doesn't.
Thank you for taking the time to report this bug and helping to make
Ubuntu better. It should update the next time the clock rolls over, like
in a minute, it doesnt for you? I mean without making other changes in
the preferences than change the timezone. May you check?
