I've just tested the live CD (7.10 rc1) on the same machine and the problem
doesn't show up.
Indeed it is something related with the upgrade process.
Another side effect I've just notice is that there is no Tooltip' when
the cursor is over my launcher icons.

Same problem here, I cant minimize, maximize, or close the windows, ALT-
Tab doesn't work also.
I found that if I enable desktop-effects the problem totally disappears, from
this I think it is related to metacity package.
Should I open another bug report on that package?

This bug just showed up in my box too. It was originaly a kubuntu gutsy system.
After installing ubuntu-desktop meta package i observed exactly the same layout
bug. I tried to change the theme (did'nt helped) switch it with
gtk-switch-theme2 (neighter).

Sorry for the late response, I've been out of town for the past week.
Yes, I'm still getting this bug. I tried changing the themes, and it
appears on all of them. I'm reinstalling tonight with a fresh install of
tribe 5 to see if I still get the bug. I'm backing up my home folder, so
let me know
