This test also fails locally for me. This still worked on Dec 18 on my
system.

Simple reproducer:

sudo modprobe scsi_debug
gdbus call -y -d org.freedesktop.UDisks2 -o 
/org/freedesktop/UDisks2/block_devices/sdb -m 
org.freedesktop.UDisks2.Block.Format 'ext2' '{"encrypt.passphrase": <"foo">}'
