+ Until a user has set the language or regional formats explicitly,
+ accountsservice makes the system default values available. The code for
+ 'calculating' the system defaults is expensive,
OK so the unity8/wizard part seems to be that the language isn't being
stored in AS if it's not changed from default. This could very well be
libubuntu-system-settings then.
