Here is a screenshot of what the windows look like after logging back in
as admin and trying to add another basic user.

I have reproduced this problem on 5 Dell workstations (3 GX150 and 2
GX110)

Did more troubleshooting and found that I am losing access to both Users
and groups, and the network window after adding a user with lesser
privileges than admin and then logging back in as admin.

Ok, the bug tracker didn't get your comment, note that sending
attachment doesn't work by mail at the moment and that you have to use
the website for those (I reply on the bug because your mail setup is
broken and consider that replying to you is some sort of spamming)
