Public bug reported:

Binary package hint: evolution

Symptom: I received an email that contained a link. The link URL uses
ampersands to separate URL parameters, and those ampersands were entity
encoded with '&'. The link in the email did not work. I happened to
also receive a forwarded version of email in which the URL had been
entity-decoded (presumably by the intermediary's MUA). That URL worked
fine. The only difference between the URLs was entity encoding.

I believe that links are supposed to be entity encoded. However, I'm
unsure whether decoding is evo's responsibility or that of the browser
that receives the link (Firefox 2.0.0.8 in my case). If the former, then
it seems that evo doesn't correctly handle links that contain & .

http://www.w3.org/TR/xhtml1/, sec C.12. says:
"Unfortunately, many HTML user agents have silently ignored incorrect usage of
the ampersand character in HTML documents - treating ampersands that do not
look like entity references as literal ampersands."
