Public bug reported:

There's a bug in systemd's virtualization detection algorithm that
prevents the XenServer Tools from working: systemd-virt-detect reports
"vm-other" instead of Xen on AMD hosts, and if it doesn't report "xen",
then xe-daemon will refuse to start. Thus, installing Ubuntu as a guest
on XenServer on an AMD host will be less than ideal.

This has been patched upstream:

If this fix could be pulled into Ubuntu 16, it would be greatly
