the main issue there is that suspend took long enough that you though
there was an issue and managed to unlock, that shouldn't happen. In
practice still a bug but rather a low/uncommon one

The last time it happened, I thought suspend had failed (it does
sometimes), so I unlocked the screen, and then it suspended on me. I
took the laptop into the office, completely forgetting that it had
unlocked the screen.

This bug is quite different from bug #1532508. With it, the user gets
unlimited time to access the highly secret files, whereas in the other
bug, the user just briefly sees the files for half a second.
