Not only can I not change the colours (also in Ubuntu 18.04), it seems
many other elements of the settings are broken. The stacked area chart
button, and the smooth graph button result in unpredictable behavior.

Ok, this is enervating. The only current way to change colors is to follow this
algo:
- Open System Monitor
- Select the wanted single cpu color and change it to a new custom one
- Close System Monitor
- Repeat
I had to do that 10 times, but nvm it worked...

When assigning in reverse using only custom colors as you suggested (32
down to 1), it somewhat works, although not really (there are stray
colors that are not changed at all).
When assigning even somewhat out of reverse order, colors revert back to
what they were originally set to.

Yes, it currently is working for me now after a while. It is likely if I
fool around with the colours again that they won't stick. Shall I try?

Try changing the CPU colours from right to left in one go where most of
them are custom colours.

I can't confirm those problems. Do you get any warning/error on the
command line or in journalctl? Here the colors are restored and changed
dynamically using the deb or the snap
