This seems to be a different bug to the "windows open at the bottom of
the stack one". Tested by opening a Firefox window and then opening
terminal via the dock. The terminal window opened on the top, but
without focus.

gnome-terminal does not gain focus upon launch via clicking icon

Ubuntu 19.04, 64 bit machine, nvidia graphics drivers
- Upon first and subsequent launches of gnome-terminal the window shows
- but does not immediately gain focus to start typing in
It also happens to me that the terminal window does not get the focus
when I launch gnome-terminal by clicking on the terminal icon, but if I
use the key combination [Ctrl]+[Alt]+T , then the terminal window takes
focus and the terminal cursor blinks.
