In 19.10, and also running the X PPA from
http://ppa.launchpad.net/canonical-x/x-staging/ubuntu

When I logged in (after having attached a Bluetooth speaker in order to
test if it was being reconnected correctly) GNOME Shell isn't responding
to mouse or keyboard input.

The clock continues to tell the right time, and the mouse moves around
the screen and is repainted correctly.
