cups snap - can't
I think this is still Fix Released, the cups deb is back in main, hplip
has been force demoted to make everything sort of work (well no hp
drivers but that's tracked elsewhere).

We are switching back to using .debs to provide the base printing
capability for Ubuntu 23.04.
I'm leaving the gnome-control-center task open since we do need to
update gnome-control-center to support using Snaps instead.
