Am I the only person who ever uses Japanese script in images? That seems
very unlikely.
Also, wouldn't a bug filed by someone representing the Ubuntu community
carry more weight than one by a random user?

I don't use japanese script in images at all and don't know a lot about
them, but yes you can forward the bug upstream too, anyone can do it,
users, developers, etc. Report bugs to Ubuntu is also a big contribution
to the community so please don't feel apart of it. It would be good if
you can

That's the version I use: 2.4.7-1ubuntu1
The fonts in the xfonts-efont-unicode-ib package are listed as
h14_bi.pcf, h16_b.pcf, etc., both by the Gimp and other programs, so I
suppose that's because they don't have proper names.
