It seems the bug got fixed upstream (wine).
Users may install latest Winehq version of Wine to work around the problem.

The bug thread in Wine bugzilla will be closed soon (I have been told).

This is not a bug in window list applet.
The skip tasklist option is set for some reason.
The window list applet does the correct thing.

A tool called wnckprop is able to display some properties of the windows.
When I run...
wnckprop |grep ^State
...I get the following output...
State: skip tasklist
So here we have the actual problem. Wine failing to set the window state
properly.

As a workaround the following command line software can be used to bring
pq back to window lists...
wnckprop --unskip-tasklist
When you run the command in a terminal you are asked to choose an
application by clicking on it.
