I understand that it is behavior by design. But nevertheless, it is an
inconsistent and thus confusing user experience. Isn't that bad by
definition?

the desktop is not displayed as a folder but as a special location, the
context menu is different and let you change the wallpaper, there is
icons for drives there, special icons can be added too, there is no
reason to special case the directory in the file navigator though
