I believe they are related problems but not exactly the same. The icon
changes in Gnome 2.24 seems to be the cause of these bugs that broke
icons. The one I described might be just one more, so it's not exactly a
duplicate, but an extension of the bug 278033. That bug only mention the
folder
looks quite similar to bug 278033 , do you also have that issue?
otherwise the best is to send this bug upstream to bugzilla.gnome.org.

I figured out that the reason is because the icon emblem-note.svg is
missing in the folder emblems of some of the icon themes. This might be
related to the fact that several others emblem icons are missing for
some themes.
