Ok, now I have the full understanding of the affected components:
gnome-sound-properties was set to AlsaMixer as default mixer device (Intel
82801DB-ICH4) and
ALL mixer tracks were selected. The track IEC958 Playback AC97-SPSA allows
only this 4 levels
of control - so the mixer hotkeys
Sebastien, please provide the referenced duplicate and mark this bug according.
Otherwise it's hard to
link the findings. And BTW: I wasn't able to find any similar bug before filing
this one...

not sure about the bug numbers, there was some similar bugs listed
before intrepid but they have likely be reassigned to some other
component, I don't want to spend hour looking for exact numbers though

additional info:
changing the value of /apps/gnome_settings_daemon/volume_step in gconf doesn't
show any effect. Current value is 1 and according to the description should be
interpreted as %.
