I solved the problem by making a new user. I am not so sure about updating
gnome from a previous version, but I still have the older user on the system,
so I will try your solution.

Did you upgrade gnome from a previous version?if yes,maybe you can update
your gconf-schema database first
$sudo gconf-schemas --register-all
then make sure that draw_background is true
$gconftool --set --type bool /desktop/gnome/background/draw_background true
