closing the bug it seems that was rather a driver issue than a GNOME one
and works now

With today's updates (I think there was a kernel upgrade in there, too),
both vertical and horizontal scrolling appear to be working again on my
Eee PC.
I hope there aren't any regressions before the final release of Jaunty.

I have this problem as well on my TX1020ea. Standard vertical scrolling
doesn't work even though It's enabled under System-Settings-Mouse-
Touchpad.
Instead I have some kind of half working multi-touch scrolling. I keep
my left pointing finger on the left part of the touchpad then I scroll
